Participate Energy Prepaid Solar PPA in the Bay Area

Participate Energy is the second prepaid PPA program we offer through Solar Tech. It is structured differently from HDM Capital. It uses an on-bill tariff in Community Choice Aggregation (CCA) territories with no upfront cost, no credit check, and no lien on your home.

If you live in Silicon Valley Clean Energy (SVCE) or Peninsula Clean Energy (PCE) territory, this program can be one of the most accessible ways to go solar after the federal residential tax credit expired.

Home Pro Roofing and Solar in Sunnyvale, CA provides roofing and solar services for Bay Area homeowners. We handle roof replacements, solar installations, and battery backup systems. We specialize in solar removal and reinstallation during reroofing. Financing available. Nearly 20 years of experience. We coordinate everything so you never manage multiple contractors. How the Participate Energy Program Works

Participate Energy is a third-party owner. They install a Tesla solar system (often with Powerwall) on your roof at no upfront cost. You pay for the energy the system produces through a separate line on your existing electric bill from your CCA provider.

Here are the basics:

  • No upfront payment. No down payment. No deposit.
  • No credit check required.
  • No lien on your home.
  • Payments come through your existing electric bill as an on-bill tariff.
  • 25-year agreement with locked-in rates and a small annual escalator.
  • Buyout at fair market value is allowed at any time.
  • The system transfers to a new buyer if you sell, with no underwriting.

Because Participate Energy owns the system, they claim any available tax incentives and rebates (including SGIP battery rebates when applicable) and use that value to keep your rate low.

Where the Program Is Available

Participate Energy operates in California Community Choice Aggregation (CCA) territories. Two of the largest in the Bay Area are:

Silicon Valley Clean Energy (SVCE)

Serves much of Santa Clara County, including Sunnyvale, Mountain View, Los Altos, Los Altos Hills, Saratoga, Cupertino, and several other cities. If you live in SVCE territory and your electricity comes from SVCE through PG&E delivery, this program may be available to you.

Peninsula Clean Energy (PCE)

Serves San Mateo County, including Menlo Park, Redwood City, San Carlos, Belmont, and San Mateo. If your power comes from PCE, you may qualify for the Participate Energy program.

We confirm CCA enrollment as part of the free estimate. If you are not in a participating CCA territory, we point you to HDM Capital or another option that fits your home.

What You Pay and What You Get

Upfront cost: $0

Down payment: None

Credit check: Not required

Monthly payment: Combined with your CCA electric bill as an on-bill tariff

Term: 25 years

Equipment: Tesla solar panels and Tesla Powerwall battery

Maintenance: Full 25-year coverage including monitoring, repairs, and battery replacements

Bill reduction: Typical homeowners see a 55% to 65% reduction in total electric costs (varies by usage and rate plan)

Why This Structure Helps

For many Bay Area homeowners, the biggest hurdle to solar has been either the upfront cost or the credit requirement on a loan. Participate Energy removes both. You get a Tesla solar system and Powerwall at no cost. The bill reduction is built in. The maintenance is included for 25 years.

The trade-off is that you do not own the system. The third-party owner keeps the equipment, claims the tax incentives, and charges you for the power. Over 25 years, your savings are lower than they would be with full ownership. But the program is genuinely zero-down and zero-risk for the homeowner.

Who Participate Energy Works Best For

  • Homeowners who live in SVCE or PCE territory
  • Anyone who wants solar but cannot or does not want to pay upfront
  • Homeowners with credit challenges who cannot get approved for a loan
  • Households on CARE/FERA discount rates who could not have used the tax credit anyway
  • People who want a Tesla Powerwall battery without paying for it directly
  • Homeowners who want a simple, hands-off path to solar

Selling Your Home During the Term

If you sell your home during the 25-year term, the agreement transfers to the new buyer with no credit check or underwriting. The new owner simply takes over the on-bill payments at the same rate you were paying. Buyers can also choose to buy the system at fair market value at the time of sale if they prefer ownership.

Frequently Asked Questions

What is Participate Energy? Participate Energy is a third-party solar owner that works with California Community Choice Aggregation programs. They install Tesla solar systems and Powerwall batteries on homes at no upfront cost. Homeowners pay for the energy produced through an on-bill tariff on their existing electric bill.

Do I need to live in a specific area? Yes. The program is available in CCA territories. In the Bay Area, that includes Silicon Valley Clean Energy (SVCE) for most of Santa Clara County and Peninsula Clean Energy (PCE) for San Mateo County. We confirm your CCA enrollment as part of the free estimate.

Is there really no credit check? Correct. The program does not require a credit check or down payment. The on-bill tariff structure means the system is paid for through your electric bill, which removes the need for traditional underwriting.

Will there be a lien on my house? No. There is no lien on your home and no UCC-1 filing. The system is owned by the program fund and tied to the CCA tariff.

How is this different from a regular PPA? A standard PPA charges you for solar power through a separate monthly bill from a solar company. The Participate Energy program is paid through your existing electric bill from your CCA, which makes it simpler and removes the need for separate billing or credit underwriting.

What if I sell my house? The agreement transfers to the new buyer with no underwriting required. The buyer takes over the on-bill payments. If the buyer prefers ownership, they can also buy out the system at fair market value at the time of sale.

What equipment is used? The program uses Tesla solar panels and Tesla Powerwall battery storage. Tesla handles equipment-level support, and the program covers maintenance and battery replacements for the full 25-year term.

How much will I save? Typical homeowners see about 55% to 65% reduction in total electricity costs, including the new solar tariff plus any remaining utility charges. Actual savings depend on usage, rate plan, and roof characteristics. We give you specific numbers in the estimate.

What if I want to own the system someday? You can buy out the system at fair market value at any point during the 25-year term. At the end of the term, you can renew the agreement, buy the system, or have the panels removed at no cost.

Is funding limited? Yes. Participate Energy works alongside California state incentive funds like SGIP rebates for battery storage. Those funds are limited and offered on a first-come basis. The program may also be capped at the CCA level. We submit applications quickly to secure your spot.

Does Home Pro install the system? Home Pro coordinates the project end to end. We handle your roof, solar removal and reinstallation if needed, battery planning, and EV charger work. The Participate Energy solar install is completed by our Solar Tech partner.
